Police said no members of the public were injured in the incident.
A spokesperson said the man initially fled police after an officer located a vehicle linked to a wanted man, just before 10am on Saturday. Shortly after the vehicle was found, the man was also located at an address in Kumeu. He then fled on foot before stealing a vehicle from a nearby property.
Police monitored him from the Eagle helicopter while the man drove through west Auckland towards central Auckland.
“The vehicle came to a stop on the Khyber Pass off-ramp, where the offender attempted to steal a vehicle from a member of the public,” the spokesperson said.
“Police officers were quickly on the scene and took the offender into custody with the assistance of a second member of the public.”
